Getting started!
Probably the most important thing to have is a propor layout.
Cannabis prefers certain lighting or it won't grow. You cannot grow cannabis under incandecent regualr lights.
There are basicly two types of light it likes:
Mr. Sun
and Flaurecent.
Also HID lighting seems to be the best for experienced growers.

Here is a good setup for your grow room:

Two flaurecent fixtures holding two tube-bulbs each.
Get grow-light bulbs for the lights. They help alot.
Some new GE flaurecent energy-saving bulbs are out there. Try those too for extra light.
Then when the plant goes into vegative mode, switch to metal halide (MH) lights.
When the plant enters flowering, use High Pressure Sodium lights (HPS).
All these lights are used in plant growth. I use them for my controled-grown plants (not cannabis) and they work fine.
Have a fan. Use this when the plant gets a tall and air circulation is a biggie.
I'm only experienced with potting soil and Miracle Grow is the best. Get a bag of that to start.
Make sure humidity is kept around 70-80%.
Also keep temptarures around the 70s to 80s.
Make sure when seeds germinate they have a good medium to grow in. Warm and fertile but not over-fertilized.

Germination!
The most important time of a cannabis plant is the time it germinates, or sprouts.
This is when it cracks out of it's seeds and pushes up.
To germinated a seed, this is what you do..

Buy some jiffy pots that are about the size of a small drinking cup.
(jiffy pots are biodegradable pete pots for easy transplanting)
Place 4 toothpicks in the soil around the pot. Around the edges. Not in the middle.
The toothpicks are for holding up plastic wrap you will place over the pot for a tent/greenhouse for your seedling.
Plant the seed at either the top- uncovered or from the surface to the maximum of 1/2 inch down.
Make sure your pot is well drained. Poke some holes if need be.
Give the seed it's first taste of water (tempriture from lukewarm to room temp.)
and give the pot a good soaking.
If it makes a pool or swamp that means your not well drained.
You want the soil moist, but not mucky.
Giving that you keep the seed's medium warm, and do not fertilyze or over-water it should survive.
Congrats! Your seed has germinated.. but don't ever handle a seed that you have watered.
